Integration of Halal Assurance System 23000 and Veterinary Control Number in Slaughterhouse to Enhance the Effectiveness and Efficiency of Audit Management

Abstract

Beef is one of the most favored animal-based commodities among the public, especially ini Indonesia. According to data from the Central Statistics Agency (BPS), beef consumption in 2022 reached 627,952 tons. The high demand for beef highlights the importance of ensuring both its halal status and safety, especially considering that the majority of consumers are Muslim. As facilitators, slaughterhouses are expected to assure consumers of the halal status and safety quality of their meat products. Therefore, it is crucial for slaughterhouse to obtain halal certification and the Veterinary Control Number (NKV), and to implement both systems within their operational activities. This study aims to design an integrated system combining the two systems already implemented at the slaughterhouse in Pekanbaru City, namely the Halal Assurance System 23000 (HAS 23000) and the Veterinary Control Number (NKV). The integration is expected to improve efficiency in terms of time and labor. The result of the study identified 11 integrated criteria, including halal policy, halal and veterinary team, training and education, materials, products, facilities, written procedures for critical activities, traceability, handling of non-conforming products, internal audits, and management review. Validation by experts using the expert judgement approach resulted in an average feasibility percentage of 85%, which falls into the “highly feasible” category for the integrated system model.
